Current Events Practice

What's being discussed in this article?
This article is discussing how a man named, Abdelhamid Shaari, wants to build these religious mosques for his congregants in any location, at any time he wanted. However, this caused some chaos because in most Muslim nations, the state determines where the mosques are built and what the celtics can say not one man deciding what he wants to build.

When did the event happen? (Is this breaking news or something that's been analyzed and discussed for a while?)

This event has been taking place for more than two decades. They have been arguing over this debate for a while now, making it not breaking news.

What questions do you have that would help make this article make more sense to you? What more do you need to learn about to be able to report on this event?

I would ask a question about how the United States is involved in this debate, because it talks about America but I don't know why.  I would need to learn some laws and what they say about construction and their rights for religion.
